I can not identify the event. However it does appear to have the National flag of Japan.

Not getting anything but picture of some ceremony. Has to be in the Zone with the huge display of the US flag Were there more pictures?

Thank you for your responses! We have researched further and figured out that this was the acceptance ceremony for the U.S. Rialto M. Christensen, a mechanical dripper dredge. The ceremony took place on September 28, 1977.
