It is the tug boat “Hugh Rodman” in the Port of Balboa, with the Bridge of the Americas in the background. The “Hugh Rodman” was built in 1966 by the Southern Shipbuilding Corporation, Slidell, Louisiana for the Panama Canal. The date on the photo is Jan 1967 so the vessel is almost new.

Admiral Hugh Rodman (1859-1940) was an officer in the United States Navy who served during the Spanish-American War and World War I, later serving as the Commander-in-Chief, U.S. Pacific Fleet from 1919 to 1921.

The tug Hugh Rodman was renamed Cristobal I in 1990, Coastal Savaneta in 2003, Alpha Bravo in 2003, and is now called the Cecilia S since 2004.
