I’d guess that the photo was taken in the USA. Neither the elaborate colonnade of the house, nor it’s solid foundations, look like as though they were from the early days of the Canal Zone.
It is a sailor, Winter uniform. If I had to say I would fathom he was on a transiting ship or sub with a layover or port call in Panama. If I recall correctly it was Summer uniform (white, much lighter material) all year for those stationed in CZ. Could be from a ship that came thru from an area with actual cold season-winter. I am exNavy, loved my Winter uniform better than my Summers.
